Task 1 - Management Plan Workplan

Task 1 was to develop a Final Scope for the Draft Generic Environmental Impact Statement (DGEIS), and revise the Workplan for the development of the Long-Term Plan to match the Scope. It also created and put into operation the three key project Committees (the Citizens Advisory Committee [CAC], the
Technical Advisory Committee [TAC], and the Steering Committee). The project schedule was also finalized.

The draft Scope for the DGEIS was created by the Suffolk County Department of Health Services (Office of Ecology) on August 8, 2002. The Council on Environmental Quality recommended on November 20, 2002, that the County Legislature adopt and finalize the revised Scope.

Part I of this Task Report discusses the Scoping Process in detail. The draft Workplan was submitted as part of the Cashin Associates-Cameron Engineering (CA-CE) Team response to the County Request for Proposals on this project on June 17, 2002. CA-CE amended the Workplan twice in response to County comments. The Workplan was further amended in response to public Scoping comments and additional County comments. The Final Workplan has been included as Part II of this Task Report. Part III of this Task Report is the Recommended Final Scope, revised in response to public comments, and recommended by CEQ to the County Legislature for finalization and adoption. This Scope will serve as the basis for the DGEIS on the Long-Term Plan. The DGEIS is projected to be submitted for public comment in the early summer of 2004. Part IV of the Task 1 Report is the Responses to Scoping Comments. This document summarizes the comments submitted by the general public and interested agencies to the draft Scope of the DGEIS. It also presents the County response to those comments, and documents any changes in the Scope resulting from the comments.
